This presentation explores the experiences of unhoused individuals in Santa Cruz County focusing on why unhoused people choose—or are forced—to stay in particular locations. Drawing on interviews with service providers and over 170 surveys with unhoused individuals, we present a data-informed look at the drivers of movement among people experiencing homelessness, including safety, law enforcement, and environmental hazards. We highlight how displacement pushes many unsheltered people into a constant state of movement—shuffled from sidewalks to riverbeds and forests, and then back to sidewalks again —fracturing lives, disconnecting them from services, and disrupting pathways back to housing. By listening to providers and unhoused individuals, we gain the insight needed to clear pathways out of homelessness.
